Amendment of the Childcare Quality Decree in connection with adaptation of the rules regarding the outdoor play area

Explanation:

This Decree provides that the intended clarification of the requirements for the outdoor play area, which would come into effect on 1 January 2019, will not take place. This means that the requirements that currently apply to the outdoor play area will remain unchanged.

For us this means that we work with an outdoor play protocol (see also our pedagogical policy plan). We therefore do not need to have access to the adjacent outdoor play area at all times during the opening hours of our childcare centre. This tolerance policy applies for an indefinite period of time.

The following conditions apply to this toleration decision:

  1. we must at least continue to offer the quality offered for the outdoor play area. Each tribal group must be able to demonstrably play outside for at least one hour a day. This must not become less; and
  2. we must properly inform all those involved, including the location manager, professionals and parents. This means that we have included a passage about this in our pedagogical policy plan.

Although working with an outdoor play schedule was born out of necessity, it does offer some advantages. For example, working with an outdoor play schedule provides guidance and structure for both teachers and children. There is a clear daily rhythm whereby children of the same age are played outside in (horizontal) groups. This allows us to tailor the activities to the different age groups. At Villa Valentijn Den Haag, for example, we do a lot of activities that are specifically aimed at the developmental phase of the child and that we continue when playing outside. Specific outdoor activities are also organized for the toddler group from 3 to 4 years, so that the connection with primary education can run more smoothly.

In addition, a well-thought-out outdoor play schedule can contribute to the safety and sense of security of the children. By going outside in age groups, the older children do not have to take the safety of the smaller children into account when they play. This allows them to play freely. A small outdoor play area for the youngest children can also be very suitable. Especially for the baby and toddler groups, a smaller outdoor space offers more overview and (therefore) a feeling of safety and security.
